Every state has its own rules and hoops, etc., they want you to follow. When you create a PMA, your farm & business operate outside of the scope of those rules & regulations.
Some states allow herdshares, other States don't, some allow farm sales, just as other States, completely prohibit the sale to the General Public. Keyword: General Public.
A PMA doesn't offer a single product :for sale; to the general public, but to it's PRIVATE MEMBERS.
A private food club or membership also known as a PMA (private membership association). PMAs operate in a manner as to keep private business and private activities as a private contractual matter between the association and the members. PMAs are protected by the First and Fourteenth Amendments and equivalent provisions of the State Constitution, giving members the right to associate within the venue without governance from State and/or Federal agencies.
Dairy Products; such as but not limited to: raw milk, butter, cream, etc., should ALWAYS be labeled as 'NOT FOR SALE! FOR PRIVATE MEMBERS ONLY!
The USDA doesn't want farmers selling beef that has not been inspected by a USDA Inspected facility. Our butcher was State Certified & Inspected, however all the beef had to be labeled "NOT FOR SALE'. Which was fine, for we weren't selling our beef & pork, we only offered it to our "Private Members".
Our butcher would add "For Private Members ONLY' below the "Not For Sale" he had to add to all packages. Which, for us, was totally fine.
All of our freezers had signage that stated STOP: All contents in this freezer is "FOR PRIVATE MEMBERS ONLY'.
As we all know the FDA & the USDA consider the sales of raw milk to the general public over state lines illegal. But, you're not selling milk.. Remember "General Public' big keyword. Your farm only offers it's products to private members and is labeled "Not For Sale'.

PMA's operate their businesses in the private domain vs the public domain. A Trust is considered a private domain and a corporation, LLC, DBA, is considered a public domain.
